If you would have to order how you would order these topics?
( the first is the most important one)

    Easy Play
    Network
    Custom Game Rules (Game Mechanic)
    Game Effects on maps (if xyz then increase/decrease vwx )
    Ability to control game data like damage and so dynamically as rule set
    Custom COs
    Custom Units
    Custom Graphics

What does Easy Play mean? Game effects on maps?

Easy Play means the requirement to be able to get into the game fast. Much configurations lowers the speed to get into the game. Furthermore easy play means lower complexity like additional game mechanics and rules.

Game effects on maps means scripting on maps like "when unit x enters lab then player x wins".

Would not a default rule set make things easy enough for quick play? I suggest AWDS for no particular reason.

Yep sounds like a good idea. We're playing a bit with the causal vs. core gamers situation. The rule set idea sounds like the best possible bridge between both worlds. Maybe game sessions should be marked with that too... like:
