Powers off were working with the exception of D2Ds, this should fix that though.

Download COP Off stuff

PowersOffCO.java
New File! Basically represents the blank slate for a CO, but contains all of the referenced CO's information. CO Powers cannot be used when CO Powers are turned off anyway, this was mostly to make sure that the COs' D2D was working right under that configuration.

BattleScreen.java
Ctrl+f for [COPOFF] for the areas that were changed. Basically made the game not print any CO stars during CO Powers off, although I'm not sure if such a change was necessary.

Battle.java
Ctrl+f for [COPOFF] for the areas that were changed. The change was made to initializeCO, which checks for CO Powers off and substitutes PowersOffCOs in place of the selected COs. And uh that's pretty much it but it's most important for making CO Powers off work.
